The chain is not strained for lack of food. It is strained because trade has realigned faster than certified industrial capacity. Most foreign suppliers cannot clear the U.S. food-safety stack — FSMA, FSVP, FSMA 204 — that institutional buyers now require at contract. Demand is there. Compliant manufacturing is the bottleneck.
