Americas Food Gateway is the BVI holding company. Sylvan Foods is the Article 6(c) Special Free Zone manufacturer in Santo Domingo. Rossi Foods Inc. is the U.S. legal and operating counterparty of record, Delaware-registered, FSVP-covered. One structure. Two operating entities. One accountable institutional platform.
THE REGULATORY STACK
The New Gate.
Tier-1 U.S. buyers do not negotiate on compliance. The framework below names the three jurisdictional gates the platform operates under — Dominican free-zone law, the DR–U.S. treaty, and U.S. traceability rule. The five Sylvan certifications that earn passage through those gates are named in the Roster that follows.
Law 8-90 · Art. 6(c)
Dominican Special Free Zone regime. The legal architecture that makes an Article 6(c) manufacturer tax-advantaged, export-dedicated, and audit-transparent.
DR-CAFTA
Dominican Republic–Central America–United States Free Trade Agreement. The treaty architecture that purpose-builds the DR→U.S. institutional lane for food.

FDA Food Traceability Final Rule — effective 20 January 2026. Lot-level traceability across key foods, now a counterparty requirement in every Tier-1 U.S. contract.
